Senior Management Team

Tuntum has an experienced and highly-skilled Senior Management Team who oversee the operation of the business. 

Tuntum is managed on a day-to-day basis by an Executive Team, which comprises of our Chief Executive, Charmaine Simei and two directors: Rafik Ghumra and Barrington Billings.

The Company Secretary of Tuntum is Kelly Limbert and Luke Mellors is Tuntum’s Health & Safety Lead.

Our Consumer Regulation Lead is Barrington Billings.

Charmaine Simei, CIHCM

Chief Executive
Charmaine has been working in social housing and related fields for some 30 years. After graduating in 1995, she started her career as a front-line worker, working with rough sleepers, young homeless people, and people struggling with substance abuse issues. She then moved on to manage a range of services including supported housing and then on to general needs housing and sheltered housing, customer involvement , customer experience, community investment. In April 2021, she was voted 'Professional of the Year' at the Women in Housing Awards 2021, primarily for establishing the Community Investment arm at the then Longhurst Housing Association which included a programme involving mental health, employment support, independent living, tenancy sustainment services and a hardship fund. At the time of her departure the programme had delivered over 18,000 support interventions over a 3-year period. A strong proponent of social mobility, Charmaine has previously been a mentor with the Housing Diversity Network and sat on a number of steering Groups including HACTs Racial Equality Group. In November 2024 she stood down as a serving board member with Communities that Work, the national voice of housing providers who support residents and communities into employment. She is currently an Executive member of BME national.

Rafik Ghumra, FCCA

Director of Resources and Risk
Rafik is a Chartered Certified Accountant and has been the Director of Resources & Risk since March 2015. From 2007 to 2015 Rafik was the Head of Finance at Wellingborough Homes Ltd which is a large scale Voluntary Transfer Organisation created from the transfer of housing stock from the Borough Council of Wellingborough. Prior to that he was the Director of Resources at ASRA Midlands H.A. Ltd from 1991 to 2007. Rafik has also been a Board member of St Pancras Housing Trust and Rockingham Forest Housing Association during his career in housing.

Barrington Billings, BA (Hons), FCIH

Director of Operations
Barrington began his senior housing career in 1990 as an Executive Director at Hallmark Community Housing. Since then, he has held senior executive-level posts at a number of Housing Associations, such as Prime Focus Group and Places for People Group and worked for the Housing Regulator as a Senior Stock Transfer Advisor. Barrington is currently Director of Operations at Tuntum Housing Association and was previously Head of Asset Management & Development. In terms of non-executive roles, he has served on the Boards of Gentoo Group and Chaired both Arhag and Manningham Housing. Barrington also served as a Board Member of the Chartered Institute of Housing becoming President in 2005. Outside of sector he has also been an External Examiner at De Montfort University, a visiting speaker at Warwick Business School and a Non-executive Director for a NHS Hospital Trust.

Delores Vassell, BSc, PGCert

Head of Specialist Housing
Delores joined Tuntum in 1991 having previously worked for Nottingham Community Housing Association. Delores is the Head of Specialist Housing and is responsible for our specialist housing projects and our floating support teams, including Refugee Futures. Delores has a BSc in Housing from DeMontfort University and PG Cert in Advanced Professional Practice (Social Care) from Nottingham Trent University.

Jane Rocco, BA (Hons)

Finance Manager
Jane joined the association as a graduate trainee and has developed a progressive career at Tuntum. Jane completed a Business and Finance degree at De Montfort University and has progressed from trainee to current role where she reports to the Director of Resources & Risk. Jane is responsible for managing a team of three finance officers, the production of annual accounts and overseeing audits, annual budgets and finance reports for management and board, treasury reports and other similar responsibilities. She is part qualified.

Luke Mellors

Head of Asset Management and Compliance
Luke Mellors brings over 20 years of experience in the construction industry, including 12 years in the social housing sector. His expertise spans Asset Management & Maintenance, Compliance, Development, and Health & Safety. Throughout his career, Luke has held senior roles, successfully delivering projects and strategic changes through transformational leadership. 
At Broxtowe Borough Council, he served as Capital Works Manager, leading asset investment programs and securing significant grant funding. Prior to that, at Longhurst Group, he managed strategic partnerships and new business opportunities. At Nottingham Community Housing Association, Luke was a Project Manager, overseeing development projects and managing capital budgets.

Natasha Littlechild, BA (Hons)

Human Resources Manager
Natasha joined Tuntum Housing Association in 2020, bringing over 14 years of experience in HR roles, following a career in senior operations across the commercial and public sectors. Natasha’s focus is always on aligning people strategies with business objectives, cultivating positive workplace cultures, and driving employee engagement. She holds a Bachelor of Arts in Legal Studies from Sheffield Hallam University and is a member of the Employee Engagement Alliance.

Nkosana Mthimkhulu, LLB (Hons), LLM, CIHCM

Housing Services Manager
Nkosana is an experienced housing professional with 16 years of dedicated service. He deeply understands housing mechanisms, ranging from operational to strategic levels. His academic journey, including junior and senior law degrees, is complemented by ongoing PhD research evaluating how housing practice in domestic violence services meets international law requirements. As a CQC registered manager, he is committed to quality, safety, and compliance. His significant achievements include leading an organisation to achieve DAHA accreditation and being a member of the National Housing Federation DV focus group, which led to his speaking at the national housing summit, positioning him as a positive role model in the sector.

Christina Morgan-Danvers, BA (Hons)

Interim Customer Excellence Manager
Christina began her career in Customer Relations in the energy sector and brings 20 years of customer service and complaints management experience into her role. Christina joined Tuntum in 2021 as our Customer Excellence Leader, ensuring that we seek customer insight and ensuring we handle our customer complaints inline with the Housing Ombudsman Complaint Handling Code. In July 2024, Christina began as our Interim Customer Excellence Manager leading our customer service team, to ensure the voice of our customer is heard throughout the business.
